An informal meeting of EU environment Ministers took place on 25 July in Sweden, in which discussions took place over a recently prepared draft report on funding of climate adaptation measures in developing countries. The Swedish Presidency has signalled its intention to make progress in this respect, noting that it is important to regain the trust of developing countries in time for the Copenhagen summit in December, so a comprehensive deal can be agreed.

On 7 July the Council of Ministers agreed on a list of 47 projects, which will use €3.98 billion allocated under the economic recovery plan for more gas and electricity interconnections. The European Council had endorsed the plans for an economic recovery package last December, in response to the current economic crisis, with the aim of increasing energy security and reducing greenhouse gas emissions.

The EU must ‘pool efforts and show leadership’, in order to ensure a global climate deal is reached in Copenhagen at the end of the year, according to Swedish Prime Minister Fredrik Reinfeldt, naming it one of three priorities for Sweden’s Presidency along with ensuring a smooth transition to the Lisbon Treaty, and overcoming the economic crisis.

Environment Ministers reached a political agreement on 25 June, on tightening the rules for harmful industrial emissions, in a move which seeks to combine seven different air pollution laws, including the integrated pollution prevention and control (IPPC) directive. The proposal, which had originally been put forward by the EU’s executive branch in 2007, will see around 52,000 operators needing to obtain permits from national authorities in order to release pollutants into the air, land or water.

The recent European Commission announcement that the EU was unlikely to meet its 2010 target of halting biodiversity loss has ‘deeply concerned’ environment Ministers, who were meeting last week in Luxembourg. As a result the Ministers have called for better evaluation of EU biodiversity protection policies and for deeper integration of 'ecosystem services' into the bloc’s policies in order to both better understand the causes for biodiversity loss and of course ultimately to halt the problem.
