The European Commission is currently drafting and internally circulating legislative changes to the 2006 VAT (value added tax) directive, which forms the basis for a common system for VAT. Several important amendments to the rates applied to green services and certain products have been proposed, while the Commission has said it will not offer more energy-efficient products more tax reductions.

Maritime affairs and fisheries Commissioner Joe Borg gave a speech on 10 February to the EP Fisheries Committee on the future of the Common Fisheries Policy (CFP). In his speech he spoke of the need to reform the CFP saying that what is needed is ‘not reinvention and complication, but simplification and genuine, fundamental reform’.

The Covenant of Mayors was launched on 10 February at Europe’s annual conference on sustainable energy, with more than 350 cities pledging to reduce emissions by more than the 20% target set out in the energy and climate change package. The agreement, which is a European Commission initiative, will see cities commit to coming up with sustainable energy action plans that indicate how emissions savings in the public and private sector will be reached.

The week of 9-13 February marks the third edition of the EU Sustainable Energy Week (EUSEW), a joint initiative of Sustainable Energy Europe Campaign (SEE), the European Commission's Directorate-General for Energy and Transport, the European Institutions and major stakeholders concerned with sustainable energy. 300 European cities, including major EU capitals such as Madrid, Lisbon and Budapest, will pledge to go beyond the EU target of a 20% reduction in CO2 emissions at a ceremony in Brussels on 10 February. The largest events will be taking place in 52 European cities.

The European Commission has put forward a communication on 28 January, which outlines proposals for a global climate deal to be reached by the end of the year in Copenhagen. One of the core themes of the paper focuses on how to generate a flow of funds from richer to poorer countries, whilst the theme of ‘common but differentiated responsibilities’ in reducing or limiting greenhouse gas emissions is another key focus.
